ECUADOR: Bolstered by high oil prices
The fevered political situation took another surprising turn on 2 April when a former president, Abadalá Bucaram, returned from exile after all charges and criminal convictions against him were annulled by the supreme court president Guillermo Castro. The return of Bucaram has stirred the opposition to President Lucio Gutiérrez.
