COSTA RICA: Zoellick takes tough line on telecoms
US Trade Representative Robert Zoellick has threatened Costa Rica with exclusion from the Central American Free Trade Agreement (Cafta) unless it agrees to open up the telecommunications sector. Zoellick, who is jetting around Central America before the final two rounds of Cafta negotiations in Houston, Texas, later this year, met President Abel Pacheco in San José yesterday.
