The Peruvian government has outlined its plan of action until 2006 in a so-called 'road map'. The scheme was outlined last Thursday (4 March) by Carlos Ferrero, the president of Peru's council of ministers, who described it as 'a proposal, not a recipe' and invited suggestions and criticism from supporters and opponents of the government respectively.
