Development: The Consejo Nacional Electoral is about to issue a ruling which will prevent those people who signed the opposition petition last November calling for a recall referendum on President Chávez from taking part in the referendum count. The CNE argues that that by signing the petition they have impugned their impartiality. The ruling concerns 58,000 of the 180,000 vote counters.
