REGION: Defence spending dwindles as threats change
Development: The US Defense Secretary, Donald Rumsfeld, is attending the Latin American defence summit, which starts in Quito, on 17 November. Figures published on 15 November show that South America spends the least amount of money of any region on defence as a percentage of GDP.
