Development: On 16 November the US defence secretary, Donald Rumsfeld, met his Ecuadorean counterpart, Nelson Herrera, President Lucio Gutiérrez and the foreign minister, Patricio Zuquilanda, to discuss regional security, and in particular, Ecuador's support for the US-backed Plan Colombia.
