Luis Ibérico, president of the congressional defence committee, has called on the government to increase defence spending and resume social spending in the areas threatened by what he calls the 'second reconstruction' of Sendero Luminoso (SL), the guerrilla organisation which in December killed 13 police officers and a member of an Asháninka community in actions believed to be connected to the drugs trade.
