COSTA RICA: Arias just might win in the first round
Opinion surveys suggest that former president Oscar Arias will attract the most votes in the 5 February first round, but differ on whether he will muster the necessary 40% to be spared a run-off. One poll suggests that even in the best of cases, his Partido Liberación Nacional (PLN) will not enjoy a majority of its own in congress.
