BOLIVIA: Demonstrations shake tottering government
Development: Huge demonstrations brought La Paz to a halt on 16 May. Peasants from the surrounding Altiplano and teachers marched in the capital. In the centre of the country, miners squared up to cocagrowers. Today, 17 May President Carlos Mesa has to decide what to do about the hydrocarbons law, passed by congress.
