REGION: Paraguay enters Argentine-Uruguay dispute
Development: The environment minister, Alfredo Molinas, claimed on 16 February that Argentine cellulose and paper plants were responsible for discharging untreated waste into the Río Paraná, where it forms a natural border between the two countries.
