COLOMBIA: Uribe declares assault on Farc
Development: On 20 October Colombia's President Alvaro Uribe blamed the Fuerzas Armadas Revolucionarias de Colombia (Farc) for the car-bomb attack on a military college in northern Bogotá and declared that the government was no longer willing to negotiate a prisoner swap with the rebel group.
