Development: On 24 February the death toll from terrorist incidents over the previous 24 hours hit 40. Simultaneously, the US Security for Homeland Security said that the Mexican government had lost control of Ciudad Juárez, while the Washington Post reported that the US was about to deploy its own security and intelligence agents in Mexico.
