Mexico killings underline security failures
Development: Over the weekend of 22-24 October, 32 people
were killed in Mexico in four different
incidents.
Significance: Three of the incidents
occurred in northern Mexico; two of which were said to be attacks perpetuated by
warring factions of the Juárez cartel, which the government led by President
Felipe Calderón vowed to confront directly by dispatching 10,000 federal police
and military personnel to Ciudad Juárez, Chihuahua. The latest weekend of
violence underlines the extent to which Calderón's strategy in the war against
organized crime has failed, not only to reduce gang-related violence, but also
to attempt to protect the general population.
