Development: On 10 February Colombia’s President Juan Manuel Santos thanked his Panamanian peer, Ricardo Martinelli, for the capture of ‘Pichi’ (Edinson Rodolfo Rojas), the presumptive leader of the Colombian criminal organisation, ‘Oficina de Envigado’.
