President José Mujica held a closed-door meeting with his Brazilian peer Dilma Rousseff in Brasília on 10 November shortly before flying on to Caracas to meet his Venezuelan counterpart Nicolás Maduro two days later. The Southern Common Market (Mercosur) was top of the agenda: the full incorporation of Paraguay into the bloc; the protracted free trade talks with the European Union (EU); and the postponement of the 17 December summit in Caracas until the end of January as Argentina’s President Cristina Fernández is still convalescing and will not return to work until 18 November.
