COLOMBIA: 'Demobilisation' appears to decelerate
The `demobilisation' of Colombia's paramilitary organisations seems to be losing some of its momentum, and questions over what has been achieved so far are multiplying, particularly after evidence has surfaced over continuing actions by the only big group to have `demobilised', and about financial shortfalls hindering the government's `reinsertion' programme.
