CHILE-ANDEAN COUNTRIES: Two moves to lower tensions
The level of political noise over the Chilean-Bolivian dispute has fallen considerably over the past week; indeed, there have been at least two developments that show an increased willingness to contain the problem, one of them involving Bolivia and Chile, the other involving Peru as well.
