PERU: No arms race, just matching Chile
Peru has embarked on a series of arms purchases which, defence minister Roberto Chiabra insists, is not tantamount to entering an arms race with Chile — just correcting a `strategic imbalance' created by Chile with its most recent military procurement drive. A number of Peruvian politicians are preparing an international campaign against `excessive' arms purchases by their southern neighbours.
