CHILE: Peru & Bolivia get their rewards
For all the Chilean complaints about its neighbour's disregard for diplomatic proprieties, both Peru and Bolivia have been discovering that getting stroppy with Santiago pays off. The Peruvians are now back in the bilateral defence cooperation loop, and the Bolivians have managed to get Chile to budge (a little) on an ancient dispute.
