LATIN
AMERICAN REGIONAL REPORT:
ANDEAN GROUP - NOW AVAILABLE |
| This month's Andean
Group report focuses on Venezuela. It looks increasingly likely that there
will be no referendum on whether President Hugo Chávez should remain
in office. There are two reasons for this. One is that the opposition, almost
certainly, did not gather enough valid signatures on the petitions it circulated
at the end of November. The other is that the tortuous process of validating
the signatures is overrunning. If the referendum is not held before August,
there will be no referendum, even if the petitions are valid. Instead, the
hardline chavista vice- president, José Rangel, will step up to the
presidency. We also look at Venezuela's relations with Guyana, following
a visit by President Chávez , and at the state of the economy. Elsewhere, we analyse Peru's cabinet reshuffle and the results of Colombian President Uribe's trip to Europe.
