At a time when the Colombian government is saying that it has been unfairly treated by the annual report of the UN High Commissioner for Human Rights, a decision by the chief prosecutors' office to close an investigation into an army general's links with paramilitary groups has revived the doubts many harbour about the Uribe administration's treatment of the paramilitary `demobilisation' process.
