COLOMBIA : Santos unveils 'citizen security' policy
President Juan Manuel Santos has launched a new 'citizen security' policy in response to a surge in violent crime in major cities and to the changing nature of criminal activity. His defence minister argues that this has become a top priority because of the headway made by Santos's predecessor, Álvaro Uribe, with his 'democratic security' policy.
