Jorge Castañeda, foreign minister in the Fox administration until a year ago, has announced that he intends to run for the presidency in 2006. He believes he can capitalise on the discredit of the three main political parties among the voters. Before he can really get started, though, he will have to muster enough support to persuade congress to change the electoral rules so that an independent candidate can run.
