Uruguay’s ruling ‘multi-colour’ coalition slipped into electoral mode this week ahead of a crucial referendum on 27 March. At stake is a significant portion of President Luis Alberto Lacalle Pou’s flagship Ley de Urgente Consideración (LUC), an omnibus package of laws. Although the ruling coalition was at pains to depoliticise the vote, insisting it was about specific issues, there is little question that it will be seen as a plebiscite on the Lacalle Pou administration.
