HAITI: Formal role for rebels negotiated
The first step towards giving a formal role in Haiti's security establishment to the armed rebels led by Guy Philippe has been taken in direct negotiations between him and the top police official in the northern department, Renan Etienne. Ignoring the objections raised by the US and human rights NGOs, the French military oversaw the proceedings.
