There was some relief when Bolivians were told that an unprecedented suicide bombing of congress on 30 March was the act of a loner, not the beginning of a terrorist wave recently predicted by a special prosecutor. But the relief was shortlived: three days later police found a cache of 1.6 tonnes of dynamite in La Paz, together with 30 bags of ammonium nitrate - a combination capable of producing devastating bombs.
