Mexico’s EPR guerrillas ‘have secretly become a major threat’ - official report
When President Vicente Fox delivered his state-of-the-nation message on 1 September, he found congress surrounded by angry demonstrators, chiefly union members protesting his labour policies. Inside he was heckled by the opposition. Further afield, the occasion was marked by the resurfacing of two guerrilla groups, one whose first public appearance was only four months ago, the other, the Ejército Popular Revolucionario (EPR), long dormant. Few would have paid much attention to the latter had it not been for an official report claiming that it had secretly grown into a major threat.
