Bombings in three capitals do not shake region’s stance on not seeing terrorism as top priority
Almost at the same time as Latin American governments were arguing against putting terrorism at the top of the hemisphere's security agenda, three countries suffered bombing attacks. This appeared to give the lie to one argument: that the region has been largely unaffected by terrorism for a long time. It was another case of appearances misleading: only one of the recent bombing episodes fitted the common image of the kind of terrorism the defence ministers were being asked to guard against.
