ECUADOR: Top court clips Noboa’s wings

Ecuador’s constitutional court (CC) delivered a setback to President Daniel Noboa’s sweeping security plans on 26 January, when it rejected nine of the 20 referendum questions that were proposed by the head of state at the start of the year. The planned referendum had drawn heavy criticism from congress, given that many of the government’s proposals could be dealt with under the normal legislative process. The CC said that it needs more time to consider a further four of the proposed referendum questions, suggesting that more setbacks could be in the pipeline for the government.
