What next for the OAS?

On 8 October Miguel Angel Rodrí­guez, the secretary-general of the Organization of American States (OAS), resigned amid accusations of corruption dating to his presidency of Costa Rica (1998-2002). His resignation, and an international detention order issued by a Costa Rican court, came into effect on 15 October. On his return from Washington, he was put in handcuffs and jeered by thousands of people lining the route from the airport to the apartment building where he is to spend the next six months under house arrest.
