On 8 October Miguel Angel Rodríguez, the secretary-general of the Organization of American States (OAS), resigned amid accusations of corruption dating to his presidency of Costa Rica (1998-2002). His resignation, and an international detention order issued by a Costa Rican court, came into effect on 15 October.
