PANAMA: Reforms provoke outcry

As this issue goes to press, President Martí­n Torrijos is the most popular head of state in Latin America. This is unlikely to be the case by the time the next issue comes around. Torrijos announced his long-awaited fiscal reform bill on 12 January. It went down badly with big business, which will be most affected by the bill, and unions began a week of protests on 24 January.
