PANAMA: Torrijos presents plan to overhaul social security fund

The government of President Martí­n Torrijos finally presented its proposals to reform the social security fund, Caja de Seguro Social (CSS) on 18 May. Torrijos recognised when he came to power on 1 September 2004 that the reform of the CSS, along with the mooted widening of the Panama Canal, were the most important challenges his government faced but his government has shied away from tackling the politically-charged issue.
