COSTA RICA: Dispute over San Juan river flares up

With the presidents of Costa Rica and Nicaragua facing problems at home, a dispute over the San Juan river is providing a useful distraction. On 28 September, following a three-year attempt to find a bilateral solution to the question of navigation rights, Costa Rica took the dispute to The Hague for arbitration. The worry is that given Nicaragua's domestic political problems and President Abel Pacheco's record-low rating in recent opinion polls the dispute could escalate.
