On 5 December 2005, the Antigua-Barbuda Minister for Housing, Culture and Social Transformation, Hilson Baptiste asked other Caribbean governments to join him in promoting the work of the Regional Security System (RSS) in the fight against drug trafficking and smuggling. Baptiste, who made the comments at an address during a graduation exercise of the RSS Basic Seamanship Course said: "Whoever is responsible for public relations in the region needs to begin to work.
