Préval prevails in Haiti but could be haunted by charges of illegitimacy

Elections went ahead on 7 February at the fifth attempt despite the misgivings of the provisional electoral council (CEP). As we expected, René Préval won. Préval represented a small outfit called Lespwa but he was backed by the grassroots support of former president Jean-Bertrand Aristide's Fanmi Lavalas. Despite finishing out of sight of his nearest challengers Préval will, nonetheless, face charges of illegitimacy because of the unusual way in which he was proclaimed president.
