COSTA RICA: Close election could make government tough for next president

The latest results from the manual recount of votes cast in the 5 February elections suggest a massive upset; Ottón Solí­s, of the Partido Acción Ciudadana (PAC), appears to be ahead of his rival Oscar Arias, of the Partido Liberación Nacional (PLN). The initial result put Arias some 0.23% points ahead, or just 3,250 votes. Though the supreme electoral court have until 17 March to declare an official result, one thing is already clear. Whoever becomes the next president will face questions over the legitimacy of his mandate, making the process of forming a majority in congress yet more difficult.
