We begin this April 2025 edition of the
Latin American Regional Report: Mexico by looking at a tragic discovery that is providing a critical test for President Claudia Sheinbaum. In March, a search collective in Jalisco state discovered a site where it is believed a major drug cartel carried out forced recruitment and tortured, killed, and burned its victims. The incident is a reminder of the sheer levels of violence enacted by drug cartels in Mexico and authorities’ inability to bring justice for their victims – or even locate their bodies in many cases. Sheinbaum’s response is particularly crucial given that local authorities had located the ranch some six months earlier yet failed to find or reveal evidence of the magnitude of crimes that were seemingly carried out there.
