*Mexico’s oil industry association Asociación Mexicana de Empresas de Servicios Petroleros (Amespac) is calling for the urgent installation of a roundtable to address complaints that state-run oil company Pemex has failed to pay invoices to providers, warning that unless this situation is addressed, Amespac cannot guarantee the continuity of its members’ operations as of next month. In a letter addressed to President
Claudia Sheinbaum, Finance Minister
Edgar Amador Zamora, Energy Minister
Luz Elena González Escobar, and Pemex’s CEO,
Víctor Rodríguez Padilla, Amespac cites Pemex figures which show that debt owed to providers reached M$404bn (US$21.3bn) in the first quarter of 2025, up 260% compared with 2018. The letter warns that as a result of issues facing Pemex relating to its invoicing system, over M$50bn has not been paid for works completed by providers, some dating back over a year.
