DOMINICAN REPUBLIC: Fiscal reform delays entry in Cafta again

The ruling Partido de la Liberación Dominicana, which has a majority in congress, approved a controversial fiscal reform bill on 27 December. This was the third fiscal reform (ie tax increase) proposed by the government of President Leonel Fernández in the past two years. The bill's approval, however, led to a new delay in the Dominican Republic's entry into the Central American Free Trade Agreement (Cafta), whose main partner is the US.
