Introduction

In early July international NGO Human Rights Watch (HRW) released a new report documenting the human rights toll of inadequate access to water and sanitation in Guatemala. It comes as the government led by President Bernardo Arévalo has pledged to introduce a water bill to congress which HRW highlights could, if well-designed, prove an “essential step toward ensuring effective water governance and guaranteeing the human rights to water and sanitation”, as we explore in the first piece in this August 2025 edition of the Latin American Regional Report: Caribbean & Central America.
