Latin American Regional Report: Mexico begins by examining a raft of security-related legislation passed during an extraordinary ten-day session of congress from 23 June to 2 July. The legislation, which overhauls the national guard (GN) and creates new public security and investigation and intelligence systems, also includes reforms related to telecommunications, money laundering, and forced disappearances. It has renewed debate over the influence of the military in Mexico’s public security operations, as well as sparking concerns over mass surveillance and State spying.
