From a lynching in Peru to the spectre of a crossborder Aymara uprising

The lynching of the mayor in the predominantly Aymara town of Ilave, capital of the province of Collao (Puno), not only led to the resignation of interior minister Fernando Rospigliosi; it has thrown the central government into utter confusion as to what lies behind a situation that refuses to go away. First it was blamed on the guerrillas of Sendero Luminoso, then on other far-left groups. Now the blame has shifted onto Felipe Quispe, the Bolivian Aymara leader.
