CARIBBEAN: Chavez charms the OECS
On presenting her credentials to the Dominican government, the new US ambassador to the Organization of Eastern Caribbean States (OECS), Mary Ourisman, said that while the US could not dictate which countries the region should seek to cultivate friendships with, her mother had always taught her that you were known by the company you keep. Days later, President Hugo Chávez arrived on the island, as part of a tour of Dominica, St Vincent & the Grenadines and Antigua & Barbuda, to enhance Venezuela's influence over the smaller countries of the Caribbean through a series of attractive oil offers.
