Introduction

This October edition of the Latin American Regional Report: Mexico begins by looking at a fuel smuggling scandal that has engulfed the navy, which has taken on an increasingly important role in helping authorities combat organised crime over the past two decades, becoming one of the country’s most trusted institutions in the process. The scandal has pointed to corruption at the very heart of the navy ministry (Semar), shattering the institution’s image of incorruptibility and casting serious doubt on the decision of former president Andrés Manuel López Obrador (2018-2024) to assign civilian duties such as customs to the military.
