In brief: Colombia hosts EU-Celac summit

*The Latin American development bank (CAF) has announced that it will invest US$40bn in green growth initiatives over the next five years in Latin America and the Caribbean. This announcement was made in the Colombian city of Santa Marta, which hosted a summit between the European Union (EU) and the Community of Latin American and Caribbean States (Celac) from 7-10 November. The CAF president, Sergio Díaz-Granados, said that “our region can turn itself into a Green Valley with data centres and critical infrastructure fuelled by clean and renewable energy,” and called for closer ties with Europe “to build geostrategic relations of reciprocal and shared interest”. A 52-point joint statement issued at the conclusion of the summit expressed support for closer ties between the EU and Celac and, in an allusion to US tariffs, highlighted “the importance of advancing jointly in the reduction of trade tensions” and to “maintain channels of dialogue that allow for addressing the impact of trade barriers”. Attendance was fairly low, with the Colombian government announcing ahead of the summit that it would be attended by 12 heads of state, out of a combined 60 member states of the EU and Celac. In the end, only nine heads of state reportedly attended, with the leaders of Uruguay, Barbados, Belize, Finland, and Croatia pulling out, although this was partially offset by the last-minute attendance of the leaders of Dominica and Grenada.
