In brief: Peru again extends mining formalisation deadline

*Peru’s congress has voted to extend the Registro Integral de Formalización Minera (Reinfo), a formalisation scheme for artisanal miners, until December 2026. The Reinfo is a political football that has been repeatedly kicked down the road. Originally launched in 2017 to enable informal miners to legalise their activities, it was supposed to come to an end in 2020. However, it has been extended multiple times since then, as miners argued they needed more time to comply with the Reinfo’s bureaucratic requirements. The previous government led by Dina Boluarte (2022-2025) triggered protests by informal miners when it announced in June that the Reinfo would be extended for a final six months and allowed to expire this December. With that deadline now approaching, congress yesterday voted with 60 votes in favour, 36 against, and eight abstentions to approve the extension that was proposed by the president of the energy and mining commission, Víctor Cutipa Ccama, of the Juntos por el Perú – Voces del Pueblo – Bloque Magisterial (JPP-VP-BM) congressional alliance. The bill requires a second vote, and Prime Minister Ernesto Álvarez said yesterday that President José Jerí’s government will only support a one-year extension of the Reinfo and would not permit the reincorporation of 50,000 miners who have been kicked off the scheme for failing to progress with their registration.
