*Peru’s congress has voted to extend the Registro Integral de Formalización Minera (Reinfo), a formalisation scheme for artisanal miners, until December 2026. The Reinfo is a political football that has been repeatedly
kicked down the road. Originally launched in 2017 to enable informal miners to legalise their activities, it was supposed to come to an end in 2020. However, it has been extended multiple times since then, as miners argued they needed more time to comply with the Reinfo’s bureaucratic requirements. The previous government led by
Dina Boluarte (2022-2025) triggered protests by informal miners when it announced in June that the Reinfo would be extended for a final six months and allowed to expire this December. With that deadline now approaching, congress yesterday voted with 60 votes in favour, 36 against, and eight abstentions to approve the extension that was proposed by the president of the energy and mining commission,

José Jerí’s government will only support a one-year extension of the Reinfo and would not permit the reincorporation of 50,000 miners who have been
