COSTA RICA: "Yes" campaign runs into controversy ahead referendum

Costa Ricans will go to the ballot box on 7 October to decide whether to join the free-trade area comprising of Central America (minus Panama), the Dominican Republic and, significantly, the US under the Cafta-DR agreement rules. The treaty's ratification of was one of the main campaign promises of President Oscar Arias. The ratification process, however, ran into fierce opposition in congress and the government finally decided to put it to a popular referendum in April this year. [RC-07-04, 05].
