Colombia: On 16 December the US Department of State (DoS) announced it was designating Colombia’s biggest drug trafficking organisation, the Clan del Golfo, as a Foreign Terrorist Organization (FTO) and a Specially Designated Global Terrorist (SDGT). According to the DoS, the Clan del Golfo is “
a violent and powerful criminal organization with thousands of members” whose “
primary source of income is cocaine trafficking, which it uses to fund its violent activities”. According to the DoS, the Clan del Golfo is responsible for terrorist attacks against public officials, law enforcement and military personnel, and civilians in Colombia. The move, which follows designations by Washington of multiple other Latin American criminal groups, comes amid a military build-up in the Caribbean which US President
Donald Trump maintains is aimed at tackling drug trafficking. It also comes less than two weeks after the Colombian government led by President
Gustavo Petro signed a ‘Commitment to Peace’ with the Clan del Golfo which calls itself the Ejército Gaitanista de Colombia (EGC) in Qatar’s capital Doha, mediated by Norway, Switzerland, Spain, and Qatar. The agreement involves a series of commitments aimed at de-escalating violence in certain municipalities.
