CHILE-BOLIVIA: Border incursions a provocation?

Two incursions by Bolivian military and police into Chilean territory in less than a week briefly caused a spike of tension between the two countries, before both governments bent over backwards to defuse the situation. One of the two incidents has been partly explained with an attempt at plausibility; the other has not.
